Part 1 – Incident overview:

On the 19^th of July 1999 an accident was reported to the police this case involves the death of Zoran, born on the 20^th of March 1960. One person Rinco, born on the 1^st of Zoran 1961 has been arrested. He was a serving officer in the Yugoslavian army and held the rank of Captain. It appeared that the 2 above mentioned persons together with other 2 people were having a get together. Rinco had not seen the deceased who was his cousin for sometimes.

During the course of the day they consumed alcohol, sometimes around 20:30 Rinco took an automatic rifle from Zoran and fired fir fun weapon was aimed at the sky but for unknown reason it came down and seized was struck by one bullet. The deceased was taken to the hospital where he was certified dead on arrival local police attended the scene and quickly asserted that the accused had fired a fatal shot. He was arrested and detained.

At Loa Vica police station the weapon and cartridges have been seized an eye in the possession of a court. The accused has been interviewed and admitted firing the fatal shot but stated it was accident. He remained in custody and will face criminal charges.

Part 2 – Statement:

The following is a statement of the accused Rinco.

-Rinco: I was employed in the army of republic of Yugoslavia as a Captain. I have been in Kosovo, after the peace agreements have been signed. 

I came back to Serbia, after my coming back, my cousin Zoran came to visit me, he stayed with me for 20 days and all this time we were together. On the night of the 18^th of July 1999 at 23:30 my cousin Zoran and I went to Spisco the village where Zoran lives. 

We were supposed to have a rest there, than I d continue driving to the village where my father lives, I haven’t seen my family for three years, when we arrived at my cousins village he bought 2 litres of wine and 2 litres of minor vodka, we came to his house and waited for his girlfriend to come back from work, she came soon and I met her and she told me her name was Gondana. 

Since we were tired of traveling we went to bed, when we woke up it was 12:30 and after that Gondana prepared something to eat, we drank some wine and water then another guy came I didn’t know him, we drank more wine and I started singing Zoran liked listening to me. We were having a good time Zoran took out a rifle and shot a few bullets just for fun, a few minutes later Gondana brought another bottle of wine and we drank more and the other guy gave me a magazine, I loaded the weapon and started shooting toward the sky, I kept the weapon on my right hand but somehow I lost control of it and it started falling down, I noticed Zoran fell down and I didn’t realized what was going on, so I thought he was joking with me, I went to let him up and I saw blood on the ground. 

He was laying on his stomach with his head on the ground, as I saw what I did I put Zoran down and wanted to get the gun and kill myself but Gondana stopped me. 

I started banging my head against the wall, I can’t remember what happened exactly after that. Because I lost cousins twice all I know that 2 police men came and took me to the police station. This is all I can recall regarding this incident.

The statement was read to me loud and clear and I signed it.

Part 1 - Incident overview:

On the 31^st of January 2001 at 02:30 the duty officer at Elejas police station informed IPTF that on the 30^th of January 2001 at 23:35. There was a break of public and order at a pap Grids 810 700 4 men were involved. Local police patrol interviewed and tried to separate them but 2 of them who were under the influence of alcohol assaulted officer Fadhel. They grabbed the officer’s jacket and punched him. The officer used his baton to control the 2 attackers and arrested them. They had a medical check and they all had light injuries. Investigation revealed that 2 young men involved in the case were sitting in the pap waiting for their drinks when an unknown man came, later known to be named Armen obviously drunk came to them and asked them whether they were gay as they sitting so close to each other. The 2 young men felt insulted and began to curse him. The man got angry and threw a bottle at them and they started fighting and threw bottles and cans at each other making a mess of the pap. Then the police arrived charger will be filed against them. The case is open for the local police and IPTF will monitor it.

Part 2 – Dialog:

The following is a dialog between the police and one of the men involved in hte fighting;

-Police: Why did you join the fighting with Armen with his friend?

-Man: I was sitting in the pap that day with my friend when this man came to us and said, “Are you homosexual? See how close you are sitting to each other” I felt insulted and began to curse him he got angry and threw a bottle at us. Then we fought back another man probably this man’s friend joined the fighting.

-Police: Did you know them before?

-Man: No.

-Police: why did the first man say those words to you?

-Man: I don’t know. He was just drunk.

-Police: How much alcohol did you drink that day?

-Man: I didn’t drink any alcohol. My friend and I ordered a drink and were waiting when this man came.

-Police: What injuries and others did you receive?

-Man: One bottle hit me on the forehead and I had a cut and I also saw blood on the drunker man’s face and I’m not sure how seriously he was injured.

-Police: Was there any one also in the pap injured?

-Man: No, I don’t think so.

-Police: When did the police officer come?

-Man: About 10 minutes later. They tried to separate us. When I saw them coming I stopped fighting but the drunker man and his friend grabbed one of the officer’s jacket and punched him. The officer used his baton to control them and arrest them.

The Notes: -

Ø  19^th of March 2002 at about 09:45 hors.

Ø  A Local woman Namisa Match 45 years old in Solon she Doblan st GR 245 445 birth in 18^th of July 1971.

Ø  She came to IPDF none grad station Sarayefo.

Ø  She was assaulted by local police.

Ø  Duty officer Kresteen Sandy CP 3416647 received her.

Ø  She was walking home at 18^th of Mar 2002 18:00 hrs when she was stopped by the local police about 50m east of the Makates super market GR 239 450.

Ø  The local police told her she might identified by Almay Sada birth 23^rd of Mar 1965 residing next to the mosque of stolen 1000 us$ from her house a week ago.

Ø  The complainant Namisa denied the offence.

Ø  One of the local police began to hit her by the stick on her head.

Ø  The other one attacked her on her face and she felled on the ground but they continued to kick her in her head and her back and she was bleeding from her mouth.

Ø  She had lots of injuries in her body.

Ø  The above mission police office took her to the local police station by the police car.

Ø  In the police station she was beat her up and assaulted and insulted by more police officers later , she locked up for all night without telling her family and with out of anything he eat or drink.

Ø  During the night the night chief police officer visited her 4 time and again beaten her, if she wanted the beat stopped she must conffess and she conffess that to stop the beat.

Ø  When she went to the IPDF station she stated that and she also stated she did not do that.

Ø  The 2 local police are men and about 30 years old one of them was short and stout (fat), 1,70m round face with mustache , the other one was thin face with short and carlly hair.

Ø  The duty officer requested to bring the 2 local police to the IPDF station and the case was opened.
