The U.N can't point fingers when it comes to sexual misconduct: Report by James Varney

THE UNITED NATION CAN'T POINT FINGERS WHEN IT COMES TO SEXUAL MISCONDUCT:

The widespread sexual abuse of boys by Roman Catholic priests is one of those astounding stories, an injustice so monstrous and rooted in a network so rich and deep it would seem confined to Hollywood screenwriters. It's all too real, though, and horrible.

The light that has been shone on the church in terms of what it knew and tolerated for decades, along with steps it took to bury accusers and escape judgment for its crimes, has been a good thing. Perhaps the only troubling aspect of it is how much the spotlight has been focused on the United States.

This isn't an American problem; this is a Roman Catholic Church problem, and Rome and its officers are a global presence.

Nevertheless, if there were one entity singularly unqualified to investigate the Church's sexual abuse problems it would be the United Nations. Not only because the U.N. is such an intellectually dishonest and government-scrubbing, self-aggrandizing collection of arrogant diplomats, but because when it comes to sex crimes the U.N. itself is a major perpetrator.

Monday in Geneva, the U.N. Committee Against Torture is essentially putting the Vatican in the dock, barely three months after the U.N.'s Committee on the Rights of the Child scored the Roman Catholic Church for its sexual abuse scandal and its handling of the tragic, criminal behavior.

Some writers and Catholic leaders have warned against the U.N.'s political agenda and questioned whether the U.N. can be seen as any sort of impartial judge of the Vatican's actions. Those are valid questions, but surprisingly absent from much of the recent discussion has been any consideration of why the U.N. would have any moral standing at all when it comes to sex crimes.

In Africa, U.N. peacekeeping forces engaged in waves of rape perhaps unequaled since the Red Army swept across Eastern Europe into Berlin in 1945. An internal U.N. report on the matter in 2004 also found widespread problems with forced prostitution and pedophilia, according to The Washington Post.

These followed similar felonious sexual behavior by U.N. police crews in Bosnia and Cambodia, a timeline and pattern that suggests the U.N. has nothing to recommend when it comes to combating something Pope Francis has labeled "evil," namely the sexual exploitation of children.

It should be said that unlike some U.N. committees the one dealing with torture doesn't have a laughable lineup. Italy, Denmark, Mauritius are three with pretty clean modern rap sheets, and although the U.S. has kept open that hideous torture multiplex at Guantanamo and performed some of the same dubious moves on prisoners it forces its own elite forces to undergo in training, I'm at least as comfortable with the American track record as I am with China's or Chile's.

The point is, it's not like having Iran or Zimbabwe or Thailand on a committee discussing the status of women.

Nevertheless, the U.N. is a glassy house when it comes to poking around in the Vatican's inexcusably lax and self-saving attitude toward predatory priests in its mix. The U.N. lacks the moral authority to pull this off. Rather than eye one another warily in Geneva, perhaps both famous institutions would be better off getting their affairs in order back in Rome or Turtle Bay.

“WAR CRIMINAL”


You will hear an audio script concerning a mission-related topic. This script will be followed by a conversation between two persons. This conversation will relate to the script, you will hear the tape only once. You will make notes of the script and of the conversation. From these notes you will be instructed either to answer 10 (ten) questions or complete a written report of the incident.  Good Luck.

On Friday, 28 January 2005 at 07.00 hrs a mobile police patrol started their day shift. Two police officers drove police vehicle Jeep # 864. The first route was from Police Head Quarters towards the fish market.

At 07.45 hrs the officers saw a crowd of about 20 people on the Main Street of Monrovia, Grid coordinates LG 305-681. The people at the scene were shouting. The Police officers observed that there were two men fighting. Some of the people from the crowd were hitting one of them  whom they believed was guilty. He was bleeding from the head. Police officers decided to stop the car. It was very obvious, that if the police patrol would not stop, the perceived offender’s life would have been in danger.  It was well known from police sources that 95 mob justice cases had been registered during the past 6 months. Many of these cases had fatal results. The fighters and the crowd were acting aggressively and were very excited. Any step made by the police towards the crowd was very dangerous.
 
The team leader of the police patrol, using the loud-speaker system warned the mob to stop fighting. It had diverted the attention of the crowd for a moment. There was no time for hesitation. Police officers rushed into the crowd and took the fighters into a police car. Then they drove to the nearest Police station, located at the airport grid reference LG 307-692. On their way, the team leader of the police patrol gave first aid to the victim and bandaged his head. The driver of the patrol car sent a radio message to the Airport Police Station, reporting the fighting case, adding, that they would be arriving at the Police Station in 10 minutes.

When the police patrol arrived to the Police Station the fighters were taken by the duty officer to the interrogation room. The team leader of the patrol car was asked by the commander of the Airport police to proceed to the police station in order to give details as to what had happened.  During interrogation the two men involved in the case were asked why they were fighting. The man with the injured head said, that he was 35 years old, lived on Green Street number 81. He was the employee of the telephone company called “Lone star”. He also stated that he had never seen the offender before. He then said that he left the house at 07.30hrs for work, but was attacked by the offender. He stated that the offender accused him of being a war criminal and then hit him on the head with an iron pipe. Immediately people from neighboring houses rushed to the scene. Then the police arrived to the scene. The Airport police commander asked the patrol team leader to send the driver of the patrol team to the location of the incident and to find the iron pipe for evidence. The driver of the patrol team returned to the scene and found the iron pipe with blood stains, lying on the grass. The Police patrol continued the shift and drove to the forensic laboratory to deliver this exhibit for forensic examination.

 After the shift was over at 19.00 hrs., the team leader of the patrol team and the driver came to their office to write a report about the results of the shift. 


The following conversation is the dialogue between the Team leader of the Police patrol team and the driver of the Police car preparing to write a report.

CONVERSATION 

Team leader:  Finally the shift is over. Let us recollect what happened today. I am
                       so tired; I even do not remember what date is today. 
Driver:          Yes, the day was busy. Today is Friday 28 of January 2005; as usual we started the
                       day shift at 07.00 hrs.

Team leader:  Which vehicle did we use today?
Driver:           We drove Jeep, license # 864     
       
Team leader:  What was our first route?
Driver:           We drove from Police Head Quarters towards the fish market.

Team leader:   At what time did we see the crowd? And how many people were there?
Driver:           It was exactly at 07.45 hrs when we saw a crowd of about 20 people.   

Team leader:    Let us identify the location of the incident on the map.
Driver:             It happened on Main Street of Monrovia Grid coordinates LG 305-681.

Team leader:   Then I ordered you to stop the car.
Driver:          The people at the scene were shouting and watching the two men fighting. Some of the people from the crowd were hitting one of the fighting men whom they believed was guilty. 

Team leader:    Can you imagine what might have happened if we did not stop?
Driver:             It was quite obvious, that if we did not stop, the perceived offender’s life would 
                         have been in danger.         .
                   
Team leader:    As we know from police sources 95 mob justice cases had been registered during past 6 months.  
Driver:             I also know, that many of these cases had fatal results.    

Team leader:     The fighters and the crowd were acting aggressively and were very excited.
                          Any step we made towards the crowd was very dangerous. So I decided to use         
                          our loud system and warned the mob to stop fighting.
Driver:             It was a good idea. We took them by a surprise. It had diverted the attention of    
                          the crowd for a moment. We had no time for hesitation. We rushed into a crowd     
                          and took the fighters into a  police car.

Team Leader:   Then you drove to the nearest Police station, located at the airport. Please,
                         find on a map the location of this police station.
Driver:             So, the Airport police Station is located at grid LG 307-692         
 
Team leader:    On our way I gave first aid to the victim and bandaged his head.
Driver:            Mean time I sent a message on the radio to the Airport Police station, reporting
                        the fighting case and then, after 10 minutes we arrived there.

Team leader:    The commander of the Airport police station invited me to proceed to the police          
                         Station and asked me to give details of the incident. The fighters were taken by  
                         the duty officer to the interrogation room.
Driver:            Upon your command I returned to the scene of the incident and found the iron
                         Pipe with blood stains lying on the grass..

Team leader:    During interrogation the victim said, that he was a 35 year old, employee of the    
                         telephone company “Lone star”, residing at Green Street number 81.
Driver:            Did the victim know the offender?

Team leader:     No, he said, that he had never seen the offender before.        .                         
Driver:             Did the victim know why he was attacked by the stranger?     

Team leader:    The victim said that he left the house at 07.30hrs for work, but was attacked by 
                          the stranger, who accused him of being a war criminal and then hit him on the   
                          head with an iron pipe.

Driver:             Where did the people come from?   

Team leader:     They came from the neighboring houses.  
Driver:              So, our patrol came to the scene right on time.

Team leader:     After leaving the Airport Police Station we drove to the forensic laboratory to   
                          deliver the exhibit for forensic examination.
Driver:             Then we continued the shift until 19.00 hrs.

Team leader:      So far this it. The report is done. Thank you for cooperation. Good bye.
Driver:              Good bye.
