PATROL REPORT
At about 16.00 hours on Wednesday 15 April 2009 ,
Mr. James Watson aged 40 attended to police station Number "10" at 14 Miami street to
make a complaint. He met Captain Molar the commander of police station number
"10". Mr. Watson started to give Mr. Molar the content of his
complaint. He stated that at about 07.30 hours that morning he was accompanying
his young son Patrick 6 years old to the school. A police Ford transit van license
number K-L9687 was parked illegally at the front of “Oven Fresh “bakery at 28 Liberty road. The vehicle
surpassed the yellow line, it was completely blocking the pavement and not
allowing pedestrians to pass via the pavement. The man was very angry about
what happened to him and his son that morning. Captain Molar tried promptly to
cool him down so as to be able to collect more information from him. Captain Molar
ordered one fresh lemon juice for Mr. Watson. He also gave him a cigarette.

Resuming his statement, Mr. James Watson further added that,
consequently and because of the blocked pavement by the police van which made
it impossible to pass, he and his son had to cross Liberty Road which was known as always busy.
Crossing the road, Mr. James Watson and his son Patrick were in an imminent
danger because of the rushing vehicles. The man tried to cross the road three
times. The first time, once both the father and the son initiated crossing the
road, Patrick's school bag dropped on the ground. Patrick stopped suddenly
trying to pick it up while a blue bus license number L-A 2283 was speeding towards
them. Mr. Watson pulled his son quickly to the rear. The second time, Mr. Watson
stumbled in the pavement. The third time, while Mr. Watson and his son were
crossing the road, a red and white truck license number S-K 2563 was about to hit the young
kid. MR. Watson pulled Patrick strongly forward and they both managed to pass safely.

After Mr.
Watson became quite cooler, he started again telling Captain Molar what
happened after. He said that the danger he and his son were in, made him very
furious. He stopped at the opposite side of the road and took "10"
pictures to the police van. The pictures illustrated clearly the wrong position
of the police vehicle. It showed that the police van was parked 2 feet on the
pavement. It showed also that the police van totally surpassed the yellow line.
More over, the parking was right next to a sign stating that parking wasn't
allowed there. Mr. James Watson decided to submit a written complaint to the
police station with the pictures of the police transit van attached to it.

In response to Mr. James Watson
complaint, Captain Molar ordered the duty officer to check the status of the
Ford transit van license number K-L9687 according to the service roster. At
about 16.25 hours the duty officer submitted a report of the status of the
police vehicle which was involved in the situation. The vehicle was allocated
to patrol team "Delta". The patrol team leader was officer Kress. The
buddy team member was Officer John.

Captain Molar ordered the duty
officer to call officer Kress in order to get questioned about the complaint. Friendly, Captain Molar apologized to Mr.
Watson on behalf of the police station staff. Officially, Captain Molar
promised him that a fair and firm disciplinary procedures would be taken if somebody
proved guilty.

SECOND PART OF CLA (REPORT WRITING)
INTRODUCTION
This is the
second section of the UNPOL Combined Language Assessment. It is divided into two parts. In the first
part you will hear one person describing the mission-related topic you have
just read about in the Reading Comprehension – it will be introduced as the Narrative. In the second part, you will
hear a conversation between two people who are discussing the same
mission-related topic – it will be introduced as the Dialogue.
Please be reminded that
the
use of any computer devices, microphones, books, external notes or assistance
from others is not permitted. Candidates who fail to observe
appropriate conduct during this test will be excluded from the assessment
process. Such actions will be duly noted and communicated in writing to the
authorities of the Member State concerned and to the SAAT Coordinator in the UN
Police Division.
You
will be given a Report Writing Form and another Blank Sheet of paper. Take
careful notes on the Blank Sheet of paper of both the Narrative and the
Dialogue. Pay attention to the important facts and key information. You will
hear the recording only one time.
Once
the Narrative and Dialogue are finished, you will be asked to use your notes from both the Reading and the Audio parts
to write your own complete police report.
You
will have 30 minutes to complete
your police report. The instructor will indicate when these 30 minutes begin.
The instructor will then announce when there are 5 minutes remaining and when
there is one final minute.
Please
do not forget to write your full name and your individual test serial number
clearly in the spaces provided on the Report Writing Sheet.

NARRATIVE
Referring
to the case, at about 17.00 hours on Wednesday 15 April 2009 , officer Kress arrived at police
station number "10" to get interviewed about the morning complaint.
Captain molar recited the complaint over officer Kress. Right away, officer
Kress confirmed the breach. Giving more details, officer Kress said that he and
his buddy team John at about 06.45 hours started a day patrol. Five minutes
later they parked at the front of "Oven Fresh Bakery" to have
breakfast. It was already wrong parking because there was no other free space
to park. Officer Kress further added that they stayed about 15 minutes inside
the bakery having the breakfast. As a result, both Kress and John were punished
disciplinary. Both of them were blamed in written with three days reduction
from the salary for Kress and one day for John .
DIALOGUE

Kress: Good after noon sir
Station
Commander: Good after noon officer, what happened in the
early morning?
Officer
Kress: It was quite alright
Station
Commander: So, what about the illegal parking at the front
of "Oven Fresh Bakery"?
Officer
Kress: Ah yeah, how did you
know sir?
Station
Commander: Mr. James Watson a 40 years old made
a complaint attached with pictures of your illegal parking this morning .
Officer
Kress: Ah yeah, yes we did that
already. I can confess. night.
Station Commander: How was that?
Officer
Kress: At about 06.45 Hours, I
and my buddy team John started a day patrol "Delta". Five minutes
later we stopped to have breakfast before conducting the patrol.
Station Commander: Where and How was that?
Officer Kress: It was at the front of "Oven Fresh
Bakery", and we had to park wrong as there was no other free space around
Station Commander: How long did you last inside the Bakery?
Officer
Kress: About 15 minutes
Station
Commander: Really I'm sorry of what happened,
it's shame on law enforcement officers to breach the law.
Officer Kress: I regret
sir, and we are all sorry
Station Commander: You and your colleague will be punished disciplinary, a
blame in written for both of you with three days reduction for you and one day
for your colleague. Interview over.
Officer
Kress: Thank you sir
