REPORT
On Friday 12 October
2011, United Nations Police (UNPOL) Officer Mr. Amir Farrell finished his duty
at 15.30 hours. He was attached to
the Sector Civil Affairs Team (SCAT) at Linou Police station. Officer Farrell served
with the United Nations Peacekeeping Force in Cyprus (UNFICYP). He was off duty for the
Saturday and Sunday and had planned to do some sightseeing on the Island of Cyprus . He had applied through his Team
Leader for personal use of a UN vehicle during these days. His team leader
agreed and UNPOL Officer Farrell was given approval for the use of UN vehicle
725 for the weekend.
FOLLOW-UP REPORT # 1
On Friday night UNPOL
Officer Farrell socialized with a number of colleagues at the Brickyard Bar in
Nicosia which was visited by many UN personnel. The UN personnel enjoyed a
great night without incident. However, when leaving the bar, Officer Farrell
did notice that two young Greek males in the smoking area were watching them
suspiciously. Officer Farrell did not drink that night and gave a lift to four of
his colleagues in UN vehicle 725 to their residences.
FOLLOW-UP REPORT # 2
On Saturday 13
October 2011, UNPOL Officer Farrell and one of his colleagues from Montenegro, UNPOL
Officer Mr. Dragic travelled in vehicle # UN 725 to the North of the Island. UNPOL
Farrell entered “850” code into the car log which recorded personal use of the
vehicle. They crossed to the Northern side of the Island at 09.00 hours via the
Exchange crossing point in Nicosia .
They drove from Nicosia
to Kyrenia and first climbed the St. Hillarion Castle which dated back to the
10th century. They then had lunch at the town and later swam in the sea of the
coast of Kyrennia and returned to Nicosia
at 21.00 hours by crossing from the North into the South at the Exchange
crossing point at Ledra Palace Hotel. When returning to Nicosia , the Officers agreed to meet again at
the Brickyard Bar at 23.00 hours. Some other colleagues joined them at the
Brickyard Bar.
UNPOL Officer Farrell
saw the same two Greek males he had noticed the previous night at the smoking
area in the bar watching them. Officer Farrell and his colleagues spoke with a
number of local females who had been in their company. At the end, Officer
Farrell again travelled home alone in the UN vehicle as he did not drink. He
parked the UN vehicle in the driveway of his rented house, locked it up and
went to bed.
FOLLOW-UP REPORT # 3
The next day, Officer
Farrell got out of bed around 11.00 hours. He went for a 5-kilometer run, and around
13.00 hours he left his home with the intention of going to the UN Base to meet
friends and to watch a football match together. He got into his vehicle and
tried to reverse it out of the driveway. It was difficult for him to move the
vehicle. Officer Farrell got out and went around the vehicle to check what the
problem was. He found out that, both tires on the left hand side of the vehicle
had been slashed and a knife was stuck in one of the tires. UNPOL Officer Farrell
contacted the Force Military Police Unit (FMPU) and notified them of the damage
to his vehicle. He also gave them directions to his home located at 23 Eleni Avenue ,
Engomi, Nicosia .
The scene was attended by FMPU Officer Ms. Julie Maher. She noted the damage to
Officer Farrell’s UN vehicle and details of the knife used. She also contacted her
Cypriot Police (CYPOL) counterpart who also attended the scene. The CYPOL
photographed the scene and took the knife for forensic examination. They also
sought to locate surveillance cameras from the area. FMPU Officer Maher made
arrangements to interview Officer Farrell at the FMPU police station the
following day.
FOLLOW-UP REPORT # 4
On Monday morning at
8.00 hours Officer Farrell reported at the FMPU station to give his statement
of the events. Officer Maher took the statement of Officer Farrell’s activities
over the weekend. At the end of the statement FMPU Officer Maher showed Officer
Farrell some pictures from the area surveillance cameras taken close to the
scene of the incident. Officer Farrell clearly identified one of the Greek
males who had been looking closely at him at the Brickyard Bar. Officer Maher promised
to pass the information on to the CYPOL. Officer Farrell later contacted the Transport
section about the damage to the UN vehicle and they arranged to tow the vehicle
to the UN Base for repair.

SECOND PART OF CLA (REPORT WRITING)
INTRODUCTION
This is the second section of the UNPOL
Combined Language Assessment. It is
divided into two parts. In the first part you will hear one person describing
the mission-related topic you have just read about in the Reading Comprehension
– it will be introduced as the Narrative.
In the second part, you will hear a conversation between two people who are
discussing the same mission-related topic – it will be introduced as the Dialogue.
Please
be reminded that the use of any computer devices, microphones, books,
external notes or assistance from others is not permitted. Candidates who
fail to observe appropriate conduct during this test will be excluded from the
assessment process. Such actions will be duly noted and communicated in writing
to the authorities of the Member State concerned and to the SAAT Coordinator in
the UN Police Division.
You
will be given a Report Writing Form and another Blank Sheet of paper. Take
careful notes on the Blank Sheet of paper of both the Narrative and the
Dialogue. Pay attention to the important facts and key information. You will
hear the recording only one time.
Once
the Narrative and Dialogue are finished, you will be asked to use your notes from both the Reading and the Audio parts
to write your own complete police report.
You
will have 30 minutes to complete
your police report. The instructor will indicate when these 30 minutes begin.
The instructor will then announce when there are 5 minutes remaining and when
there is one final minute.

NARRATIVE
Reference is made to the incident of vehicle damage
regarding UN vehicle number UN 725 which occurred on Sunday 14 October 2011. During
further investigation of the case, it was revealed that, on the night of
Saturday 13 October 2011, Officer Farrell spoke with the same local girl he had
danced with the previous night, named Maria. Officer Farrell had been talking with
her for the last two weekends. The two Greek males were both in their 20s and
approximately 160 cm, one had a yellow stripe in his hair and the other had a
green stripe. The Greek Cypriot male with the green stripe in his hair was identified
on the surveillance cameras located near the scene of the crime as one of those
who were looking closely at Officer Farrell at the Brickyard Bar. Sergeant
Maher indicated that the man identified was the boyfriend of the local girl,
Maria who Officer Farrell had been dancing and conversing with for the past
weeks.
Police investigation revealed that the suspect identified
by Officer Farrell was on a police wanted list. His name was David Papandreu,
and he was charged with assault in September 2010. He was subsequently granted
bail but failed to report to police as agreed and ran away about a year ago. In
that case, he severely beat his girlfriend named Vassilka Kostova who was
rushed to the Cyprus General Hospital where she had a miscarriage of a three-month
pregnancy.
It was further revealed that the relationship between
Maria and her boyfriend David had worsened because David had constantly been beating
Maria.
However, David had continued to try to reconcile with
Maria. He believed that her association with Officer Farrell would cause
further damage to their relationship. David later admitted having damaged the
tires of UN vehicle number 725. The Cypriot Police charged him with Assault of
his girlfriend and Causing Damage to the UN vehicle. The CYPOL refused to
release David on bail due to his previous escape and promised to prosecute him
within 48 hours as the Cyprus
law stipulates. Meanwhile Officer Farrell was directed by the UN Transport
Section to report to the UN Security for his statement to be taken as required
by the rules.
DIALOGUE
UNPOL Commander: Good
morning, Officer Farrell. As a commander of your unit, I would appreciate if
you could give me a brief update on the ongoing investigation about the
incident involving damage to the UN vehicle number 725.
Officer Farrell: I
am prepared to give the update.
UNPOL Commander: What
happened at the Brickyard Bar on the night of Saturday, 13 October 2011?
Officer Farrell: I spoke with the same local girl I had danced with the previous night whose name is
Maria. In fact I had been talking with her for the last two weekends. During
the conversation with Maria, I noticed that the same two Greek males who were
watching me the previous night at the bar were again looking at us closely from
a distance.
UNPOL Commander: Can
you describe those two males?
Officer Farrell: They are both in their 20s and
approximately 160 cm tall. One of them had a yellow stripe in his hair and the
other had a green stripe.
UNPOL Commander: Anything else about them?
Officer Farrell: Yes. The one with a green stripe in his hair was later
identified in the surveillance cameras which
were located near the scene of crime. The FMPU Officer, Sergeant Maher
indicated that the man who was identified in the camera was the boyfriend of
Maria named David Papandreu. This is the
girl I have been dancing and conversing with for the past weeks.

Commander:
Was David arrested as a suspect?
Officer Farrell: Yes,
he was. In fact, further investigations revealed that he was on a police wanted
list. David was reported to have severely beaten his former girlfriend named Vassilka
Kostova and was charged with assault in September 2010.
UNPOL Commander: Was he prosecuted in 2010?
Officer Farrell: No, Commander. He was granted
bail after being charged with the offense but failed to report to police as
agreed and ran away about a year ago.
UNPOL Commander: What happened to the girl who
was severely beaten?
Officer Farrell: Vassilka was rushed to Cyprus General
Hospital where she had
miscarriage of a three-month pregnancy.

That was sad. Why was Maria conversing and dancing with you at the bar
when she knew her boyfriend was around?
Officer Farrell: Investigation
also revealed that for the past three months the relationship between Maria and
her boyfriend had worsened due to constant beatings he had given Maria. He
believed that her association with me would cause further damage to their
relationship.
UNPOL Commander: What is the
intended action of the police?
Officer Farrell: CYPOL has charged him with
Assault of his girlfriend and Causing Damage to the UN vehicle. However, he was
refused bail due to his previous escape and the police promised to prosecute
him within 48 hours according to Cypriot laws.
UNPOL Commander: Is there any ongoing
investigation by UN into the damage to the vehicle?
Officer Farrell: I
have just been directed by the UN Transport Section to report to the UN
Security for my statement as required by the rules.
