COMPREHENSION AUDIO TAPE TEST # 9, DROWNING
You will hear an audio script concerning a mission-related topic. This
script will be followed by a conversation between two persons. This
conversation will relate to the script. You will hear the tape only once. You
will make notes of the script and of the conversation. From these notes you
will be instructed either to answer 10 (ten) questions or complete a written
report of the incident. Good Luck.
PAUSE
At
1425 hours on 03 August 2009, the National Operations Centre received a telephone
call from a male who identified himself as Mr Robert Smith. Mr Smith stated that he was at the beach in
front of the Ocean Bar down by the Jesus statue in Dili. He stated that there was a child there who
was believed to have drowned. He said
there were several off-duty UNPOLs in attendance who were administering first
aid.
The
National Operations Centre notified the ambulance to attend the scene and then
called patrol Dili 20 on the police radio and gave them the details of the
incident. At 1435hours, Dili 20 arrived
at the beach in front of the Ocean Bar.
The patrol consisted of 2 UNPOLs, David Roberts and Matthew Black and 1
PNTL officer, Albert Walters.
When
they arrived, they saw a young child lying on the ground with a crowd of
approximately 15 persons standing around him.
The child appeared to be around 7 or 8 years old and was wearing a red
swimming shorts. An UNPOL officer from
Singapore was administering CPR to the child, however the child’s heart was not
beating and he was not breathing. Witnesses
said the child had been in this state for approximately 20 minutes.
At
1440 hours an ambulance arrived at the scene. A paramedic checked the child and
administered oxygen. A short time later
the child was placed in the rear of the ambulance and conveyed to Dili National
Hospital. The child was pronounced dead
at 1505 hours by Doctor William Taylor upon arrival at the hospital.
Enquiries
carried out by the Dili patrol revealed that the deceased was 8 year old, Charlie
Brown, from the area of White Sand. His parents, Maria and Mark Brown attended
the hospital and stated the following. At 1300 hours that day Maria took her
son to work with her at the Ocean Bar. Maria worked as a cook in the kitchen
and had done so for the past two years.
She often took Charlie to play with other children around the area while
she worked.
On
this occasion, Charlie asked if he could swim with two other young boys who
lived nearby and Maria agreed because he had been swimming many times before. The last time Maria saw her son he was
wearing red swimming shorts and was running across the road from Ocean Bar to
the beach. This was around 1400 hours. Approximately 25 minutes later, Maria heard
shouting coming from the beach and saw a male carrying a young boy who looked
like Charlie. She ran across to the beach and saw that her son was not
breathing.
The
two other boys whom Charlie was swimming with said Charlie swam under the water
and didn’t come back up for a long time.
They thought he was playing around so they didn’t worry about him for a
long time. When they realised he wasn’t
coming back up, they swam down and pulled him back up but he wasn’t
breathing. They yelled to some people on
the beach to come and help and three men swam out and helped them bring him
back to the shore.
The
Dili patrol spoke to five witnesses at the beach who gave similar facts as the
boys. The patrol took statements from
all the witnesses and prepared a report for the coroner. The incident was deemed to be an accidental
drowning with no suspicious circumstances.
You

Andrew Johns, and UNPOL David

Yes
sir, there was. At 1425 hours, the
National Operations Centre received a call from a Mr Robert Smith. He said he was at the beach in front of the
Ocean bar down near the Jesus statue.
He said there was a child there who was believed to have drowned.

Was anyone helping the child?

|
Yes
sir, the caller said someone was administering first aid at that time. When we got there, an UNPOL from Singapore
was administering CPR.

Did an ambulance attend the scene?

The
National Operations Centre requested them to attend and they arrived around
1440 hours, approximately five minutes after we arrived at 1435 hours.
