AUDIO TAPE TEST # 8, UNPOL DAILY PATROLS (UNEXPLODED ORDINANCE)

PAUSE
At
1425 hours on 15 August 2009, the National Operations Centre received a report
of a group of children seen playing with what was described as a bomb. The incident location was reported to be at
the rear of the International Stabilisation Forces (ISF) Compound in
MetinaroDelta.
At
1445 hours a Metinaro Delta patrol with call sign Metinaro Delta 20 arrived at
the scene. Upon arrival UNPOL Team
Leader, Thomas White and his colleague, Peter Smith saw a group of six young
children playing with something about 400m west of the ISF compound. As they approached the group they saw that
they were playing with 4 hand grenades and were throwing them to each other.
Metinaro
Delta 20 immediately told the boys to place the grenades on the ground and move
away from them. They saw that the
grenades still had the pins intact and became concerned that they were live
grenades. They then cordoned off the
area with tape and advised the National Operations Centre to send the EOD team
to assess the situation. The young boys
said they found the grenades near the compound after heavy rain and had been
playing with them for a few hours.
At
1510 hrs an EOD team from Dili arrived at the scene. They took the grenades for disposal and
deemed considered the area safe a short time later.
At
1645hrs Metinaro Delta 20 was advised to return to Metinaro Delta Police
Station as there was a complainant there wishing to file a case. The patrol returned and spoke to a
complainant namely, Mrs Maria Collins, a 23 year old female from the village of
Black Creek. Mrs Collins stated she had
been assaulted by her husband, Steven Collins, in the early hours of that
morning.
Mrs
Collins had swelling and bruising to her right cheek and eye as well as a cut
to her right arm. Through a language
assistant the patrol was able to determine that her husband arrived home drunk
and yelled at her because there was nothing to eat. When she did not respond he proceeded to
punch and hit her around the face and body, only stopping when she didn’t move
any more. Mrs Collins had been to the
local clinic to seek treatment and they advised her to report the matter to the
police.
Metinaro
Delta 20 took a statement from Mrs Collins and then conveyed her to her home
which is about 15 minutes drive from the Police Station. Enquiries are continuing into this matter.

conversation between the Metinaro Officer in Charge, Michael Peters and UNPOL,
Thomas White.

Michael Peters: Good
afternoon Thomas. I heard you’ve had a
very busy afternoon.
Thomas
White Yes sir we have. We attended an unexploded ordnance incident
and had a domestic violence complaint.
Peters What
happened with the unexploded ordnance incident?
White At 1425 hrs today, 15
August 2009, the National Operations Centre received a report of some children
playing with a bomb?
Peters Where
was the location?
White It was reported as being at
the rear of the International Stablilisation Forces (ISF) Compound at
MetinaroDelta.
Peters Which
patrol attended the scene?
White At 1445 hrs Metinaro Delta
20 arrived at the compound. The patrol
consisted of myself and Peter Smith. The
exact location was about 400 meters west of the ISF compound. We saw a group of six young children playing
with something?
Peters What
were they playing with?
White When we approached we saw
they were playing with 4 hand grenades.
They were throwing them to each other.
Peters What
did you do then?
White: We told the boys to place the
grenades on the ground and move away from the area. We then saw that the pins were still intact
in the grenades and we became concerned that they were live.
Peters Where
did the boys get the grenades?
White They said they found them
near the compound after heavy rain and they had been playing with them for
several hours.
Peters Did
you get the EOD team to attend?
White Yes sir, we first cordoned
off the area with tape and asked the National Operations Centre to send the EOD

grenades to dispose of them and they deemed considered the area safe.

me about the domestic violence incident.
White: Well sir, at 1510 hrs,
Metinaro Delta 20 was advised to return to Metinaro Delta Station to see a
complainant who wanted to file a case.
Peters: Who
was the complainant?
White: The complainant was Mrs
Maria Collins, a 23 year old female from Black Creek village.
Peters What
was her complaint?
White Mrs Collins stated her

Peters Did
she have any injuries?
White Yes, she had swelling and
