AUDIO TAPE TEST # 7 “IMPERSONATION OR “REFUSE TO LEAVE”
You will hear
an audio script concerning a mission-related topic. This script will be
followed by a conversation between two persons. This conversation will relate
to the script. You will hear the tape only once. You will make notes of the
script and of the conversation. From these notes you will be instructed either
to answer 10 (ten) questions or complete a written report of the incident. Good Luck.
PAUSE
At 2315 hours on 22 July 2009,
the National Operations Centre received a report of two drunken males refusing
to leave the ‘One More Bar’ in Bidau Delta.
The two males had identified themselves as members of the local army,
F-FDTL, and mentioned that they were armed.
A patrol with call sign Bidau Delta 30 attended the bar at 2335
hours. The patrol consisted of 2 UNPOLs
and 2 PNTL local officers. UNPOL Brandon
Lee was the Team Leader of the patrol team.
As the patrol entered the bar,
they saw two Timorese males arguing loudly with several bar patrons. Male One, who identified himself as Gilbert
Fish was described as 25yrs old, long black hair with a ponytail, wearing a red
t-shirt and blue denim jeans. Male Two,
who said his name was Vincent Smith was described as 30yrs old, short dark
hair, wearing a black shirt and black pants with brown shoes. Both males identified themselves as F-FDTL
member local army officers and said they would not leave because they had paid
the $5 Admission Fee. Both males appeared
to be drunk as they were unsteady on their feet and their speech was
slurred. They were observed drinking
from bottles of Anchor local Beer.
The manager of ‘One More Bar’, an
Australian named Janet Wright, told the patrol she wanted the males to leave as
they were frightening other customers and they were believed to be armed. The patrol checked the males for weapons but
none were found. UNPOL Brandon Lee then
asked both males to leave, however they refused. A third Timorese male approached the patrol
and informed them that both males were not F-FDTL member’s local army officers
and were impersonating.
Both males were arrested, however
they still refused to leave the premises.
A fight ensued between both males and the PNTL local police officers. Both males were quickly subdued grabbed and
handcuffed and placed in the patrol vehicle.
During the fight, one PNTL local police officer sustained a minor cut to
his right hand. They were conveyed to
Dili Watch House.
Both males who were residents of
Coconut Beach Village were charged with Impersonating as F-FDTLlocl army
officers and Assault. Male One who had
given a false name; was later revealed to be Patrick Brown. The Investigating Officer was not able to
record their statements as they were heavily drunk. Investigation is continuing.
You

and Patrol Officer Brandon Lee.

Good evening, Simon. Well at 2315 hrs yesterday, 22 July 2009,
the National Operations Centre received a call from staff at the ‘One More
Bar’ in Delta. The staff said there were
2 local army officers there who were armed.

|
Delta 30 attended at 2335 hrs. That was me along with 1 other UNPOL and
two local police officers. I was the
team leader.

As we entered I saw two Timorese men arguing
loudly with other patrons inside the bar.

One gave his name as
Gilbert Fish, but that was a false name, his name is actually Patrick
Brown. He is 25 yrs old with long
black hair with a ponytail. He is the
one wearing a red t-shirt and blue denim jeans.

were unsteady on their feet and had slurred speech. I would say they were both drunk.

Yes, the Australian manager wanted them to leave
because they were frightening other patrons but they refused. They also told patrons they had firearms.

No, we didn’t locate any.

|
Yes, we asked them but they both refused. A Timorese guy approached us and told us
they weren’t local army officers, they were just impersonating them. We then arrested them for impersonation and
they put up a fierce struggle to resist arrest. Apparently, there was a fight between them
and our local police officers colleagues.

The males were grabbed quickly and were handcuffed and
placed in the patrol vehicle. One
local police officer sustained a minor cut to his right hand. They were then brought directly to the
Watch House.
