MEDAL PARADE

On 7th August 2009 the Australian UN Police Contingent held their Medal Parade in the function room at Timor Hotel in Dili.  The Contingent consisted of 50 Australian police officers, however due to leave’s and other commitments, only 43 of the contingent were available for the parade.

The contingent had a final rehearsal for the parade at 0900 hours and guests arrived at 0930 hours.  The master of ceremonies for the parade was Peter Morgan.  Official guests included the SRSG, UNPOL Commissioner, the PNTL General Commander, the Australian Ambassador and representatives from the Australian Federal Police.

During the parade, recipients received the United Nations Medal for Timor Leste and those who had completed additional service received the numeral two or three.  Each person also received a Timorese traditional tais in the same colors as the medal.  This was placed around the neck of each recipient by the UNPOL Commissioner.  Two Timorese Language Assistants also assisted during the ceremony.

Speeches were given by the Australian Contingent Commander, the SRSG and the UNPOL Commissioner.  The UNPOL Commissioner made special mention of UNPOL Donna White, the Oecussi District Commander.  The Commissioner commended her for her commitment to preparing the district for handover back to the PNTL which had occurred on 1st July 2009.  The Commissioner also thanked UNPOL Simon Brown for his work in relation to improving human rights conditions at the Dili Watch House.

During the parade it was acknowledged that Australian Police had been participating in UN Peacekeeping missions since the Cyprus mission which commenced in 1964.  Australia still contributes police to the mission in Cyprus.  It was further noted that Australians had been participating in UN missions in Timor Leste since 1999 and that they also contribute police to the UN Integrated mission in Sudan.

The medal parade was followed by morning tea served in the foyer of the hotel.  The Australian contingent later met for lunch at Discovery restaurant in Bidau.

At 1330hrs the contingent formed up at the new Presidential Palace to be presented with the Timor Leste Solidarity Medal.  The medal was awarded in recognition of the contribution made by personnel since 2006.  This medal was presented to each recipient by the President of Timor Leste.  This was the first ceremony of this type to be held inside the newly inaugurated Presidential Palace.

INCIDENT REPORT # 1
On 18th, April 2005 at 04:30 hrs, Liberian Police received a telephone call about a burglary incident. The caller identified himself as Robert, employed as a night security guard of a Computer warehouse located at Independence Street - 59 Monrovia. He stated that some unknown people broke into the warehouse, tied one security guard with rope, sealed his mouth with a sticky tape and stole some items from the warehouse. The Liberian Police were immediately dispatched to the location of the crime. The police arrived at the location of the crime at 0515 hrs. Upon their arrival they were met by two security guards. One of them was Robert. The name of the second security guard was Peter.

FOLLOW UP REPORT # 2
The Liberian Police patrol began searching the perimeter of the warehouse, which was surrounded by a 4 meter high fence. On the western side of the perimeter of the area of the warehouse the Police found a wooden ladder lying on the ground near the fence. The Police further searched the outer side and found one more wooden ladder and an empty box of a printer.
Robert stated that three night security guards have been working at the Computer warehouse since September 2004. They used to work in shifts. The first shift was from 2000hrs to 0000hrs, the second from 0000hrs to 0400hrs and the third from 0400hrs to 0800 hrs. Robert said that he reported for duty at 0400 hours as he was scheduled for the third shift. He was supposed to change Peter, who was in the second shift. He was surprised, that the door to the warehouse was open and the light was switched off. When he switched the light on he saw scattered empty boxes on the floor. Robert was scared because he could not find Peter.
He later found Peter in the corner of the warehouse with his arms and legs tied. Peter was lying in the corner of the warehouse. Peter’s mouth was sealed with sticky tape, so he could not call for help. Robert stated that all three security guards did not have any weapon. In case of emergency they could only call the police on mobile telephone. Robert also added that each security guard had received a mobile telephone from the management of the warehouse at the same time as they were hired.

FOLLOW UP REPORT # 3
The Police continued preliminary investigations. They asked Peter to brief them on what had happened earlier in the morning. Peter said that he reported for duty at 23.45 hrs. The security guard, who was in the first shift, was glad to leave for home 15 minutes earlier. At approximately 0230hrs the lights went off. Then four male persons with flash lights broke into the warehouse. He was not able to identify them. They were acting so quickly that he had no time to call the police. It looked like they knew everything in the warehouse. They took his mobile telephone, tied his arms and legs with rope and dragged him to the corner of the warehouse from where he could not see what was happening. The suspects began removing boxes from the warehouse. When some boxes fell on the floor, one of the suspects angrily warned the others. Peter believed that this voice belonged to the first shift security guard. Further investigations revealed that a total of 12 desktop computers, 25 laptops and 10 printers were stolen. The total value of the stolen property is estimated at $ 150000. Investigation continues.
