PAUSE
At 2000 hrs on Friday 7 August 2009, UNPOLs
Donna Smith and Kelly Turner dined at ‘Hercules’ Restaurant on Beach Road in
Dili. At 2145 hrs they left the
restaurant and walked across the road to a waiting taxi. As UNPOL Smith spoke to the taxi driver, a
motorcycle with 2 males rode alongside her and pulled her bag from her
arm. The purple bag was made of woven
cloth and the shoulder strap snapped enabling the offender to take the
bag.
The motorcycle then weaved around traffic and
headed along Beach Rd in a westerly direction. The motorcycle did not have a
license plate and because it was dark, both UNPOLs did not see the colour or
type of motorcycle. They did however see
that the back passenger was wearing a thick orange jacket and that both riders
wore black helmets.
Both UNPOLs got into the taxi and asked the
driver to follow the motorcycle, however by the time they started off, the
motorcycle was nowhere to be seen. The
taxi driver named Johnny drove the UNPOLs to Dili Police Station where they
filed a complaint. On the way to the
station, UNPOL Turner called the National Operations Centre and advised them of
what had happened. UNPOL and PNTL
patrols were dispatched to Beach Road, however they failed to locate the
offenders.
As a result of this incident UNPOL Smith
sustained severe bruising to her left arm and pain to her left shoulder. Items inside the bag included $500 US
dollars, reading glasses and her UN identification card and driver’s permit.
On 10 August 2009, the National Operations
Centre received a report from a Singaporean national by the name of Miss Lee
about a similar incident. Miss Lee who
works for a non-government organisation was returning to her vehicle after
shopping at People’s supermarket on Stadium Road when her green coloured waist
bag was ripped from her waist by two men on a motorcycle. The incident occurred at 2010 hrs and because
it was dark, Miss Lee was unable to give a description of the offenders. She did see that the motorcycle did not have
a license plate.
As a result of the incident Miss Lee was not
injured, however she had $3000 US dollars and her Singaporean passport
stolen. Miss Lee attended Dili Police
Station and reported the incident to UNPOL Kenny who was at the front desk.
On Thursday 13 August 2009, information was
received that two brothers by the names of Antonio and Christopher Monday were
responsible for these robberies along with approximately six others that had
occurred in Dili in the preceding weeks.
The two brothers resided in Lake Tahoe with their mother who had noticed
that they appeared to have large amounts of cash which were not theirs. Their mother reported this to a family friend
who then reported it to the PNTL.
As a result of the information received, UNPOL
and PNTL conducted an operation and apprehended the two alleged offenders. In their house they located several
identification cards, credit cards, $5000 US dollars and numerous other
personal items. The alleged offenders
were conveyed to Dili Police Station where they both admitted to committing
nine robberies on internationals over a period of four weeks. They stated that they selected internationals
because they knew they carried large amount of cash and were easy targets. The investigation is continuing.
You
will now hear the conversation between UNPOLs Donna Smith and John Black.
CONVERSATION
John
|
Good
morning Donna, I heard that you were robbed, what happened?
|
Donna
|
Hi John, yes I was robbed.
About 2000 hrs on Friday 7 August, Kelly Turner and I had dinner at ‘Hercules’
Restaurant on Beach Rd in Dili. We
left the restaurant at 2145 hrs and walked across the road to a taxi which
was waiting there. As I spoke to the
taxi driver, a motorbike with one 2 males on the back rode alongside us and
pulled my bag from my arm.
|
John
|
What
sort of bag was it?
|
Donna
|
It was a purple colored woven
cloth bag; the shoulder strap actually snapped which allowed the offender to
take it.
|
John
|
What
happened then?
|
Donna
|
The motorcycle rode off in a
westerly direction up Beach Road. It
weaved around traffic before disappearing into the distance.
|
John
|
Did you
get the license plate or see what type of motorcycle it was?
|
Donna
|
No, unfortunately it was too
dark? I did see that the passenger on
the back was wearing a thick orange jacket and both riders wore black
motorcycle helmets.
|
John
|
Did you
give chase?
|
Donna
|
Well Kelly and I got into the
taxi and the driver, Johnny tried following the motorcycle, however it was
long gone.
|
John
|
Did you
file a complaint?
|
Donna
|
Yes of course, Kelly got Johnny
to drive us straight to Dili Police Station.
On the way Kelly called the National Operations Centre and advised
them of what had occurred.
|
John
|
Did
they dispatch patrols?
|
Donna
|
Yes PNTL and UNPOL patrols were
dispatched, but they didn’t find anyone.
|
John
|
I can
see you have a very large bruise on your left arm; did you sustain any other
injuries?
|
Donna
|
Yes, my left shoulder is very
painful as well.
|
John
|
What
was inside the bag?
|
Donna
|
I had $500 US dollars, my UN
ID, my driver’s permit and my reading glasses inside.
|
John
|
I heard
this wasn’t the only incident like this that occurred.
|
Donna
|
No, around 2010 hrs on 10
August a Singaporean national, Miss Lee, was outside People’s supermarket on Stadium
Road when she had her green waist big ripped from her waist by two men on a
motorcycle.
|
John
|
Did she
get a look at the motorcycle or the offenders?
|
Donna
|
No, again it was too dark but
she also saw that the motorcycle didn’t have any license plate.
|
John
|
What
did they steal?
|
Donna
|
Miss Lee had $3000 US dollars
and her Singaporean passport taken.
Luckily she wasn’t injured.
|
John
|
Did she
report the incident?
|
Donna
|
Yes, she also reported the
incident to UNPOL Kenny at Dili Police Station. The good news is that they actually caught
two offenders.
|
John
|
Really,
how did they do that?
|
Donna
|
Well, two brothers who live in Lake
Tahoe had been seen by their mother with a lot of cash in the past few
weeks. The mother spoke about her sons,
Antonio and Christopher Monday, to a family friend and he reported the matter
to PNTL. UNPOL and PNTL conducted an
operation and apprehended the two alleged offenders.
|
John
|
Did they
find the stolen items?
|
Donna
|
When the police went to their
house they found several identification cards, credit cards, $5000 US dollars
and numerous personal items.
|
John
|
Did
they admit to doing the crimes?
|
Donna
|
When they were conveyed back to
Dili Station, the brothers admitted to committing nine robberies on
internationals over a period of four weeks.
|
John
|
Why did
they target internationals?
|
Donna
|
They said they were easy
targets and had large amount of cash with them.
|
John
|
Were
they convicted?
|
Donna
|
No, the investigation is still
continuing.
